Overall Responsibility
Responsible for overall contracts management and analytical support to DoD client program offices. This role will also be responsible in assisting in the development of vendor and sub-contractor contracts to ensure compliance with all US government contract regulations, contract review procedures as well as assist in the vendor management processes. This position will work closely with business development, program management and business operations staff members.
Essential Duties and Responsibilities:
- Assist with the development and execution of contracting strategies as well as provide analysis in support of the management of existing contracts and the development of new contracts
- Assesses the business risks through contractual procedures and policies associated with assigned proposals and contracts and communicate a thorough analysis with management, as appropriate
- Provide client services in both pre-award contracting and post-award contract management. More specifically, provide contract modification requests, procurement requests, task and delivery orders, statements of work, and statements of objective and track DD250s, invoices, CDRLs, and deliverables
- Determine the proper use of FAR and DFAR guidelines in government contract costing, compliance and compliance systems, contract negotiations, risk areas
- Interface with customer representatives: Navy, SPAWAR, PEO C4I and PEO JTR and company management to assess, evaluate and determine customer requirements to ensure smooth working of the contract process
- Assist with document development for PR packages and RFPs for new contract requirements
- Monitors, in conjunction with the Program Manager, performance against the original cost allocation and contract requirements in order to anticipate necessary changes in contract funding or scope of work
- Maintain a continuing survey of contract progress to verify compliance with shipping schedules, design specifications, legal requirements and other contractual commitments
- Reviews and coordinates all requests for data to assure protection of company and customer interests; administers the preparation and delivery of customer required data and reports in compliance with contractual requirement
- Participate in the development of common processes related to contracts management.
- Must have or be able to obtain a Secret government security clearance
Education and Experience:
- Bachelor’s degree or equivalent experience. (BS or BA preferred).
- 5+ years of experience with contracts management in the areas of acquisition and government contract management
- Experience in working with the Navy, SPAWAR, PEO C4I and PEO JTRS preferred
- Experience with acquisition processes and developing program documentation
- Experience with the defense industry in a Navy environment or supporting a Systems Command preferred
- Experience with PD2 a plus
Job Knowledge, Skills and Abilities:
- Knowledge of the FAR and DFAR
- Knowledge of government contracts and the RFP process
- Ability to be a self-starter and prioritize multiple tasks with limited supervision
- Possession of excellent leadership and team-building skills
- Possession of excellent oral and written communication skills
- Must be proficient in MS word, Excel, Power Point and the Internet
- Must have good command of the English language, oral and written
- Good planning and organizational skills
- Well-developed interpersonal and communication skills, both written and verbal
Work Environment/Physical Demands:
- Required to sit for long periods of time
- Infrequent light physical effort required
- Work performed in an office environment
